The Governing Body of the International Labor Organization (ILO) approved
the recommendations to the Japanese government concerning a series of
oppression of the JRU. This is the 6th recommendations which the ILO has
ever issued.
Facing a series of oppression since 1 November, 2002, the JRU filed a
complaint to the ILO on 1 August, 2003. In response to this complaint, the
ILO made the first recommendations in November, 2004. Since then, the JRU
have sent it the additional information, which was followed by the five-time
recommendations to the government.
The government, however, has ignored them, and continued oppression. Given
this fact, the JRU sent additional information in September, 2009 and 2010.
That led to the 6th recommendations of the ILO. The following is the
features of the recommendations:
1. In reference to the JR Urawa Case, the ILO expresses the expectation that the principle of freedom of association will be born in mind in reviewing this case.
2. Regarding the six defendantsf civil trial to demand continuation of
their employment, the ILO requests the Government to keep it informed of
development.
3. As regards the dismissal by the Supreme Court of the appeal of Mr. Kato, the defendant of Gamagoori Station Case, the ILO expresses its concern at the apparent severity of this judgment and requests the Government to transmit its observation.
4. The ILO requests the Government to reply to the remaining allegations in the complainantfs communication. The remaining allegation is relating to the harmful propaganda by the police, Government and media accusing the JRU of being gextremistsh. They have continued to issue malicious slander, along with some other unions. The damage to the JRU is immeasurable. (Additional information dated 22 September, 2010)
The JRU, making the maximum use of the ILO recommendations, will continue to fight back against this series of oppression including JR Urawa Case and Gamagoori Station Case.
